Rising interest rates have begun to slow an overheated housing market as monthly mortgage payments have risen dramatically since the beginning of the year. This is leaving some people who want to purchase a home priced out of the market and others wondering if now is the time to buy one. But this rise in borrowing cost shows no signs of letting up soon.

Economic uncertainty and the volatility of the financial markets are causing mortgage rates to rise. George Ratiu, Senior Economist and Manager of Economic Research at realtor.comsays this:

“While even two months ago rates above 7% may have seemed unthinkable, at the current pace, we can expect rates to surpass that level in the next three months.”

So, is now the right time to buy a home? Anyone thinking about buying a home today should ask themselves two questions:

1. Where Do I Think Home Prices Are Heading?

There are two places to turn to answer this question. First is the consensus of what experts are saying. If you look at what experts are projecting for home prices in 2023, they’re forecasting home price appreciation around 2%. While it’s true some are calling for depreciation, most are calling for appreciation in home values over the next year.

The second spot to turn to for information is the Home Price Expectation Survey from Pulsenomics – a survey of a national panel of over one hundred economists, real estate experts, and investment and market strategists. According to the latest release, the experts surveyed are also calling for home price appreciation for the next several years (see graph below):

2. Where Do I Think Interest Rates Are Heading?

Like mentioned above, Ratiu sees mortgage rates rising over the next several months. Another expert agrees. Mark Fleming, Chief Economist at First Americansays:

“While mortgage rates are expected to continue to drift higher over the coming months, much of the rapid increase in rates is likely behind us.” 

The instability in the world and higher inflation are driving this volatile market, resulting in higher borrowing rates for those looking to buy homes.

If you’re thinking about buying a home, asking yourself about home prices and mortgage rates will help you make a powerful and confident decision. Experts see both prices and rates rising in the future. The alternative is to rent, but rents are also increasing. That may mean buying a home makes more sense than renting

Blame it on the sunshine – San Mateo County saw a nice increase in new listings of single-family homes and condos. We saw homes go pending this week while watching to see what closes. This is a nice indication that we should have a good Spring Real Estate season.

Santa Clara County has a lot of new listings and pending sales for single-family homes. Homes went pending while condos saw a bit of a slowdown. Homes are hot in Santa Clara County, and condo sales were a bit slow. Still, a good indication we’re heading into a good Spring.

San Francisco saw pending sales go up – meaning buyers our out and writing good offers. The condo market is a bit stronger in San Francisco – I’ll go with affordability on that one.

One of the first steps in your home buying journey is getting pre-approved. To understand why it’s such an important step, you need to understand what pre-approval is and what it does for you. Business Insider explains:

“In a preapproval [sic], the lender tells you which types of loans you may be eligible to take out, how much you may be approved to borrow, and what your rate could be.”

Basically, pre-approval gives you critical information about the home buying process that’ll help you understand your options and what you may be able to borrow.

How does it work? As part of the pre-approval process, a lender will look at your finances to determine what they’d be willing to loan you. From there, your lender will give you a pre-approval letter to help you understand how much money you can borrow. That can make it easier when you set out to search for homes because you’ll know your overall numbers. And with higher mortgage rates impacting affordability for many buyers today, a solid understanding of your numbers is even more important.

Pre-Approval Helps Show You’re a Serious Buyer

Another added benefit is pre-approval can help a seller feel more confident in your offer because it shows you’re serious about buying their house. A recent article from Forbes notes:

“From the seller’s perspective, a preapproval [sic] letter from a reputable local lender often can make the difference between accepting and rejecting an offer.”

This goes to show, even though you may not face the intense bidding wars you saw if you tried to buy during the pandemic, pre-approval is still an important part of making a strong offer. In fact, Christy Bieber, Personal Finance Writer at The Motley Fool explains it may be the most important part of making an offer:

“Pre-approval maximizes the chances you’ll be able to actually close the deal – and sellers want to see that.

The fact that a pre-approval gives you a better chance of getting your offer accepted is undoubtedly the most important reason to complete this step . . .”

San Mateo County saw a nice uptick in new listings of single-family homes – including, pending and sold! This is lovely to see – nice weather bodes well for our market. An increase in pendings means accepted offers – and buyers are getting approved. We’re seeing Spring in the air and in our marketplace.

Santa Clara County saw a nice increase in accepted offers / pendings. Which means buyers are out there and writing offers. Multiple offers are still happening but not with every property – so please reach out for a custom analysis.

San Francisco saw a decrease in new listings and closings (sold) but pendings were up – echoing my previous thoughts – buyers are out and writing solid offers! The townhome/condo market had some nice gains – which relates with affordability.

Housing Data Solidifies Broad Market Recovery – Shared article

For the last three months, major market indicators, including contract signings, new construction and existing-home sales, have been turning positive.

In another strong indication of a housing turnaround, pending home sales rose for the third straight month in February, the National Association of REALTORS® reported Wednesday. Though the 0.8% increase was modest, it’s on an upward trajectory along with existing-home sales and new-home construction, painting a picture of a market on the mend, says NAR Chief Economist Lawrence Yun. Still, contract signings—a forward-looking indicator of home sales—were down 21.1% from a year ago.

The West was the only major U.S. region to post a decline in pending home sales in February. The news follows a double-digit lift in existing-home sales in February—the first increase for that measure in a year—and the first decline in home prices in more than a decade.

“The affordable U.S. regions—the Midwest and South—are leading the recovery,” Yun says. “Mortgage rates have improved in recent weeks after the federal government guaranteed the status of most mortgages amidst uncertainty in the financial market. While access to commercial mortgage loans could become increasingly difficult, residential mortgage loans are expected to be more readily available.”

Sales are sluggish – I’m blaming the weather, we had to reschedule a few appointments due to the storm but I am proud to say – one of those pending sales in Santa Clara County was a huge WIN for The Caton Team and our client.

San Mateo County saw a slowdown in new listings, pendings and solds for this snapshot for both homes and condos. I think this is storm-related.

Santa Clara County saw a slow down – but The Caton Team had a win!

SF had an uptick in pendings! Glad to see the weather didn’t keep these buyers out.

In our personal experience, a few units went pending while we were on the way to show them. Two were over 30 days on the market and one sold right after the open house. Our client was successful by venturing off with us prior to the weekend and we had our offer accepted on Saturday evening, no need for the open house!

Here’s our tri-county Market Snapshot for the first half of March 2023 📈📊📉
Wow – What a month thus far. The market is feeling the shock of the SVB bailout – however – perhaps interest rates will stay where they are rather than rise as forecasted.

The Mateo County saw a slowdown in new listings, pending and solds for this snapshot. A few homes even were pulled from the market. However, we saw an uptick in condo/townhome sales both in pending and solds. Savvy buyers getting in while they can.

San Francisco County saw an increase in new and active listings, while pendings and solds were down. I think this is a reflection of the price point and the job market in SF. But have no fear, Real Estate is a cycle, and this downturn in the market is what buyers have been waiting for – though the interest rate didn’t help their cause – but refinancing when rates come down will be an option.

Santa Clara saw the most change, with new and active listings down. However, sales made early in the month and February closed!

Over all, in the past week – we’ve noticed properties are having more interest, buyers are getting approved for loans and I’m seeing a few properties with offer dates and 3-5 offers.

How 3 Recent Bank Failures Could Impact Housing Market – From Realtor.com

The collapse of Silicon Valley Bank and others may drive mortgage rates lower, says NAR Chief Economist Lawrence Yun.

The demise of three banks last week has been sending shockwaves through an already fragile economy. Could it have an impact on real estate, too?

“The Silicon Valley Bank failure, along with a few other banks, means that the Federal Reserve cannot be so aggressive in raising its short-term interest rates,” says Lawrence Yun, chief economist of the National Association of REALTORS®. “Therefore, mortgage rates will decline.”

Mortgage rates had been steadily rising in recent weeks, with the 30-year fixed-rate loan averaging 6.73% last week, according to Freddie Mac. The Fed has been making a series of aggressive rate increases, which may indirectly influence mortgage rates, over the last few months. Home buyers have been up against affordability woes, as mortgage rates are nearly double what they were just a year ago.

But as of Monday, mortgage rates had fallen about 50 basis points lower than last week. Yun says that when there is a panic in the financial market, investors often shift money toward safer assets, which tends to be U.S. Treasury notes and bonds. Mortgage rates lately have tended to follow the movement of Treasury yields, which are falling.

“So, a panic in a sense leads to an automatic stimulus to the economy from lower interest rates,” Yun says in public comments on LinkedIn. “The housing sector nearly always responds to falling mortgage rates, especially when there are job additions to the economy.” And if rates do head lower, more home buyers undoubtedly would still enter the housing market in response, he adds.

Bank Failures Spark Panic

Last Friday, the shutdown of Silicon Valley Bank became the second largest bank failure in U.S. history and the largest since the 2008 financial crisis. The bank was known as a large supporter of tech startups. About 15% of the loans in Silicon Valley Bank’s portfolio were residential and commercial mortgages, The Real Deal reported. Signature Bank and Silvergate Capital, both big lenders in the cryptocurrency space, also shuttered their doors.

To help avoid mass panic, the Federal Reserve, Federal Deposit Insurance Corp. and Treasury Department created an emergency program to backstop all deposits using the Fed’s emergency lending authority. That granted depositors full access to their funds as of Monday, and the agencies vowed to make all depositors whole. Usually, banks only insure up to $250,000 per account ownership category through the FDIC, an agency that was created in 1933 after thousands of bank failures. In this case, the federal government’s move to backstop uninsured money has been viewed as an unusual step.

President Joe Biden has been offering assurance to Americans that banks are safe. He vowed on Monday to “strengthen oversight and regulations of larger banks so that we are not in this position again.”Meanwhile, the bank failures may be a sign of trouble ahead for the tech industry. “Some businesses reliant on funding from Silicon Valley Bank [and others] may lack capital to continue its business or have to cut back,” Yun says. There could be some job losses ahead as a result, especially among some California tech companies, he adds. Local housing markets may be hampered by those job losses. But “broadly across the country,” Yun says, “more home buyers will enter the market [because of] lower mortgage rates.”
